configuring the base wireless base station MN500 (b)

After I hooked up the base station and then type in
http://192.168.2.1 in url address it comes back : page
cannot be displayed. Do I have to be connected to the
internet? The directions say the modem should be off.
I'm using windows 2000 pro so I cannot run the "wizard"
Please help
