How to configure the support of sctp?

Hi all, here I met a problem : I want to have the support of sctp in
the redhat 8, but the kernel version is 2.4.18. Then I update the
kernel to 2.6.16.2. During the make menuconfig, I select the sctp
support. And at last the new kernel work. But I can't find sctp.h at
the /usr/include/netinet.
So what I confuse is how to use the sctp function from the new kernel.
And what should I have to do next? Do I need to update the glibc? Or Do
I need to download some sctp lib?
any advice?anyway thx.
