It really depends on what is doing the routing. If you have RRAS as your
routers, it is fairly straight forward to set up a site to site VPN on top
of the IP connection. This is well documented and you will find lots of
articles if you google site to site vpn. If you add RRAS you will get
specific Windows solutions.
If some other device (like a hardware router) is doing the routing it is
a bit more complicated, because the RRAS routers will not be the default
gateway for each LAN.
