Configure ARP-Request-Timeout? (NOT Cache-Timeout!)

Hi Guys,

I have to monitor a device, which has a very large response time.
RTT for ARP-Responses is about more than 5 secs and i don't want to use
static ARP-entries.

Does anyone know, where to set the ARP-Request-Timeout on linux (ubuntu)?
