Config RRAS but a message "ICF (Internet connection firewall)started,Please disable ICF"

Translated from Chinese:
When I config RRAS,a message appear:"ICF (Internet connection
firewall)started,Before config RRAS,Please disable ICF".
But I am sure I have disable ICF.At Administration tools\Services,The
"Internet connection Firewall(ICF) /Internet Connection Sharing (ICS)" have
been disable.
And I have disable ICF from "Default Domain Controller policy" and
"Default Domain Policies".

How can I do?

I just had this problem using a cable modem, two nics and a crossover cable.
If you uninstall everything in Configure your Server and follow the defaults
it should work fine.
