Computer to Computer Wireless

There is a wireless network near my home which appears and disappears.
My software identifies it as An Unsecured Computer to Computer
Network. It has a long SSID with Pirates at the end of it.

Any idea what this might be?

Also, at the library I sometimes find a Computer to Computer Network
in addition to the library's own Network SSID.

What are these networks about. Any dangers in connecting to them?

Tom
