Computer browser service stops

I have a windows 2000 server. When I first boot up the machine the networking works fine. After a few minutes no workstations can connect or see the server. When I look at the running services on the server, I find that the computer browser service is stopped. If I restart it the networking starts hapening again but it only lasts a few minutes. Any ideas why my computer browser service keeps stopping?

What happens if you boot into "Safe Mode with Networking"? The computer
browser service does not affect the ability to browse or be browsed, it only
allows the computer ro participate in browser elections and become a master
browser.
