Closing Open Files

I need to give a group of users the ability to close open files using the
shared folders MMC console in Windows Server 2003. The only solution that I
have found is to add these users to the Power Users group, which gives them
excessive permissions. Can anyone tell me what
permissions/rights/privileges can be given to a user or group to allow them
to view and close open files in the shared folders MMC console?

You can make a batch file which invokes the "net close" command to close all
open files and uses elevated rights. Unfortunately, from I've seen in the
field, runas does not allow you to use a password in a script for security
reasons. But I've not completely tested this out or looked at third-party
products to help elevate the permissions of same.

Actually that would be the "net file" command.
