Client subnet mask wrong when using Windows Server 2003 DHCP

We are a small network with 45 users running Windows 98 machines (converting
to Windows XP Pro) on a Windows 2003 domain. Since the implementation of
the Windows 2003 DHCP server and I will get calls that an end user can't
reach the Citrix server that we have. Upon doing a WINIPCFG the subnet mask
is wrong. It should be 255.255.255.0 and it comes back as 255.255.0.0 or
255.0.0.0. A quick RELEASE/RENEW fixes it, but I would like to know why the
subnet mask isn't getting populated correctly when the 98 client requests a
new lease.

DCHP Server has the following scope options:

Option Name Vendor Value Class
003 Router Standard 192.168.100.15 None
005 Name Servers Standard 192.168.100.11, 192.168.100.1, 192.168.100.12 None
006 DNS Servers Standard 192.168.100.11, 192.168.100.13 None
028 Broadcast Address Standard 255.255.255.0 None
044 WINS/NBNS Servers Standard 192.168.100.11, 192.168.100.1, 192.168.100.5
None
046 WINS/NBT Node Type Standard 0x0 None

Lease duration is 8 days.

Enable DNS dynamic updates according to settings below - checked
Dynamically update DNS A and PTR records only if requested by the DHCP
clients - checked
Discard A and PTR records when lease is deleted - checked
Dynamically update DNS A and PTR records for DHCSP clients that do not
request updates - checked

The windows 98 clients are shut down nightly and hardbooted in the morning
when the users arrive.

Any thoughts on what might be causing this?
