Client for Microsoft Networks missing File & Print sharing

I have had experts look at this and no one can figure it
out. My ME Computer is missing the file & Print sharing
function. I am trying to get a computer running XP and one
running ME networked and so far it cannot be done.
Problem 1 - They say that I cannot network due to the file
and print sharing missing from my computer. How to I get
it back?
Problem 2 At the time I install the driver for a LINKSYS
USB 2.0 Network adapter, My internet explorer tries to
connect by proxy even though it has been set not to. I can
ping any internet address just fine but the explorer v6
will not connect (including running the repair function
for explorer and regestry changes).
We have done everything I can think of and so has the
supposed expert. I being told it cannot be done but I do
not like that answer as it is really necessary to do so.
