I am running a Win 2k3 network with 4 computers. I have DHCP runing on
all. All can ping each other with no problem. However, the problem I
have is that when i go to My Network places, the domain is
unaccessible.

Have you enabled NetBIOS over TCP/IP? Or this search result may help.
Computer Browser
If you can't disable the Computer Browser service because the compute
is the PDC , you can unbind NetBIOS from one interface in network advanced
settings. ...

Is this a home network with a broadband router? Is that router also giving
out DHCP addresses?

Is AD working correctly? Were there any issues with the computers joining
the domain?

Does the DC point to itself, in TCP/IP Properties, for DNS?

Your problem is DNS related.

I doubt that. My network Places displays the browse list which is
produced by the computer browser service. This is an NT legacy app which
uses Netbios names and broadcasts (and WINS in a routed network). It does
not rely on DNS at all. NT did not require DNS.

Netbios over TCP/Ip is enabled. I get the message "Network has not
started or present"

Posting back with the result of ipconfig /all and net share on the server
may help.
