There may be some variation from TLD to TLD on this; the global TLDs,
I believe, still mandate English (or at least a character set that's
consistent with American English). There may be variations with
country-oriented TLDs as their policies are influenced by local
politics.
You should presumably check the ICANN agreements for your favorite TLD
to see what has been arranged for it...
