What *exactly* do you want to achieve?
You can load another PSF VGA softfont at runtime using "setfont" or
"consolechars -f". This can contain both ASCII and non-ASCII
characters. Why do you need to modify the kernel?
Most distributions allow easy configuration of the console font.

What "interface"? Which languages?

Linux supports complete localisation of programs in multiple
languages. None of this support is dependent upon the kernel.
