Changing TCP receive window in Redhat 9 ?

How would I change the TCP receive window in Redhat 9? According to
the TCP/IP analyzer at dslnuts.com, my RWIN is VERY inefficient for
DSL.

Your rwin will change over time, the one that page shows is just the
initial.

If you have tcp timestamps on, you may be able to get a bit better
performance on a speed test with them off.
