Changing IP Address, DHCP is acting strange

I have a windows 2003 server running DHCP and I want the clients to retain
the same address across power downs (typically 10 hours, but when maintenance
or upgrades are required it can be a couple of minutes). This has been
working for quite some time, but for reasons unknown to me they now request
an address, but DCHP responds with a different address. In a few cases if two
terminals are restarted at the same time they can swap address. Why might
this be? My understanding is that DHCP will cache the address on the basis of
the machines MAC address. Is there a setting in DHCP that might have been
changed that could cause this kind of behaviour?

Clients contact the "last used DHCP" which no longer exists because you
changed the IP# of the Server. So they "start over". DHCP clients do not
always get the same address unless you use Reservations,...you should never
expect them to get the same IP# and you should never for any reason depend
on them getting the same IP#.
