changing interfaces file

After changes have been made to the itnerface file, how should
you make them take effect?

I did ifconfig eth0 down;ifconfig eth0 up

but that did not work. However, rebooting works.
Surely I don't have to reboot everytime I make
changes to the interfaces file?

You could try restarting your network services. On redhat:

sudo /etc/init.d/network restart

Try ifdown and ifup, or /etc/init.d/networking restart.

or even 'service network restart'
It depends on the distro in no small part.
