That's true, but the MAC address is read once and saved locally, then
the local copy used by other software. This is what allows MAC
address 'spoofing' - it's possible to change the local copy.
In Windows the MAC address copy is stored in the Registry. It can be
changed by programs such as SMAC, which can be found here:

I'm not aware of any AP which lets you change the wireless MAC
address of the router (if that's what you mean) - this is unlikely,
since it is this address which is used as the BSSID of the AP and
uniquely identifies the network.
