Is it possible to change the ports that the MS Windows Server DHCP server
listens for requests on?

That doesn't really make much sense. What client would then use it? What
exactly are you trying to do here? The client binds to UDP 68 and the server
binds to UDP 67 . The client sends a DHCPDISCOVER broadcast and any DHCP
server which receives it replies with a DHCPOFFER.

I know it sounds crazy. We are trying to setup a PXE boot server and for
political reasons it is impossible to configure DHCP options 66 and 67 that
are required for PXE for work. When you build an etherboot rom image there is
an option to use 1067 and 1068 for DHCP instead. This would allow us to us to
run our own DHCP server that would offer all the options that we require.

The you would need to alter the DHCPC on all clients too, because de
DHCP client broadcasts on a specific port, you can't just change the
listening port on the server.
