Certificate Service Restore Failed

We had a Domain Controller server crash and had some problems after the
restore. While the Microsoft tech was working on it he had to uninstall the
Certificate Services in order to do something with Active Directory. I
reinstalled the service with the same name and then attempetd to restore the
backup he made. The backup installs OK but when I try to start the service I
get the message: Bad Key 0x80090003 (-2146893821).

Any ideas how to fix this?
