Certificate request wizard

I'm following the "step-by-step guide for setting up secure wireless access
in a test lab" paper. I've followed every step. When I get to the part
about requesting a certificate on the IAS server I right click on Personal
folder, choose All Tasks -> Request new Certificate and get an error "The
wizard cannot be started because of one or more of the following: no trusted
CAs, do not have permissions to request certificates, the available CAs issue
certs for which you do not have permission".

What would prevent me from getting a cert? I have a root CA because I've
followed the directions in the paper exactly.
