wvdial is a program to start up pppd using a heuristic chat program.
It has nothing to do with mobile phones GPRS modems or whatever.
You need to attach a modem to your computer, and wvdial and lots of other
programs (
www.theory.physics.ubc.ca/ppp-linux.html) will then use that. If
your mobile phone has modem software in it ( and usually a pretty poor
implimentation of ppp) then you can use that modem.
