Cell Phone Wifi Browser connections

Is there anyway to tap into the cell phone connection, or anything like
that, in my area the HAM radio ops are downloading movies etc etc.... from
there link, they have a tower in the area, it broadcasts from my
understanding in a radius of 43 miles, will NetStumbler use this as a access
point, I am thinking no as many of my friends are war chalking and they
don't get a connection from it, does anyone know about amateur Radio
connections, there just has too be a way.
