Is there a free tool that I can use in user mode application (running on XP
or w2k) to capture packets?

Also, Winpcap is used by the open source "Ethereal" packet sniffer, see
e.g.

Try OpenXTRA's ethereal - it runs though winpcap, and has a very useful
front end
