captive portals,url redirection

what's the minumum your access point needs to allow it to be act as a
hotspot acess point in a hotspot network.

does the access point need the captive portal functionlity built in.
does it need some minimal firewall functionality.

or can it somehow be directed to NoCatAuth or Wicap which runs
remotely (off site, on the internet somewhere) on a centralised server
and acts as the captive portal for clients trying to access the
network at any of the remote access point.

thanks.

by the way whats the cheapest access point that does captive portal.
