can't start ipsec services

The other day I rebooted my win 2003 server and after the reboot I found that
the ipsec services would not start. I have a system state backup of this
server but can't do a restore because the nic card isn't working to connect
me the backup server. Is there any registry fix for this problem with ipsec.
Is there any fix other than reinstalling the os.

When I try to manually start the IPSec service I get the message "error#2.
File can not be found". The file in question is lsass.exe which is in
windows\system32. If I go to task manager and check processes lsass.exe is
running. Also when I run gpedit.msc and go to ip security I get the message
that the ipsec container can't be found.
