Can't share C Drive

Installed D-link network with router connected to cable
modem, wireless to two laptops and ethernet wire to
desktop. Desktop runs Win98. When I right click on C Drive
to share, the hour glass appears indefinitely. Have to Ctl-
Alt-Del to free up computer. Any suggestions?
