Can't seem to open ports on routers...

Anyone have experience with cheap consumer grade routers?
I'm trying to forward ports to my server on a network with a low-end linksys
and d-link routers. Both routers are in the same IP range 10.0.0.1 and
10.0.0.2.
Router 1, the linksys is doing all the routing.
I have 3 computers, including the server, coming off router 2 that's
uplinked to router 1. I would have used a switch if I had one laying around.
(Okay, I'll admit. It's a rag-tag network in my house. Made up of older
computers and stuff I had lying around.)
I can't turn off settings in either router. So, I have both firewalls set to
forward ports to the server.
Of course, not to my surprise, nothing seems to get forwarded.
Does anyone have any cheap recommendations that don't require buying a
quality firewall and a switch?

I forgot to add, that the software firewall on the server has all the ports I
want open.

And when I scan the ports for a computer outside the network they all come
up as "filtered."

Does your setup look like this?

The 2nd router should only be a switch with dhcp off and having a static ip
assignment.

if you router has a DMZ port you might try that and run your outside test.

Yes, and it's configured exactly as the website describes.
I think I tried making the server DMZ on both routers. I'll try it again
when I get a chance!
