Can't seem to access files on the network, get a response that access is denied?

why and how do i fix this problem with the network? The
folders that give me this message all say read only and
when i change them and apply the changes. It resets back
to read only folders. How do i fix that and why is it
doing that???

Are they shared on the system which is hosting them?
