A shared printer should be visible whether or not a driver program for
it has been loaded.
The most likely problem is that the printer's share name is longer
than 12 characters. In that case, XP can see the printer, but 98
can't.
You can load the 98 drivers on XP for installation over the network on
the 98 box, but it isn't necessary. Just load the 98 drivers on 98
when installing the printer.
