Configured RRAS for VPN. Internally everything is fine.
Firewall is a Firebox II configured to let all traffic on
Port 1723 and IP protocol 43 (GRE) in and out. Outside
connections can connect and manage AD through Users and
computers but can not use remote desktop. Any help would
be most appreciated.

What errors do they get?
Can they ping the internal IP of the remote desktop computer?

Sorry for the delay in replying.

After trying a few more times I noticed that we can
connect to RD but it is intermittent. In the same VPN
instance you can connect to one server, disconnect
yourself, then get the error message that the server is
not available when you try to reconnect. This is not
contained to one server but rather all of them. We have
15 servers that we are using RD on. One time you can
connect, get told, "server not available." Come back a
few minutes later in the same vpn instance and click, pop
there it is. I keep thinkin DNS but I am not sure.
