Can't ping to Server IP unless Server pings first

I am running Windows Server 2003 R2. Client is XP SP2. I can't ping from
the client to the severs IP address unless the server pings to the client
first.
If I populate the clients arp table with an ip and mac for the server I can
ping to the server but of course after restart/shutdown of the client the arp
clears.
Also with a continual ping -t it will finally hit the server ip after about
55 time outs.
The server and the client both have static ip's. I have verified correct
DNS, DHCP, and WINS settings and verified that all three have the server
listed.
Both client and server are on the same subnet.
The server is setup as a file server, IIS, and SQL 2005, with an Intel PRO
Gigabit NIC.

Sorry forgot to mention that both the server and the clients windows firewall
has been disabled.

listed." For what is DHCP used when both machines have fixed ip's?

Please post an unedited ipconfig /all from both machines. If you have a DNS
server, are both machines listed correctly with there ressource record under
the forward/reverse lookup zone?

Have you checked in DHCP to make sure it hasn't given out the static IP of
either the server or your XP client?

Is one of computers multihomed computer? or posting the result of ipconfig
/all on both computers may help.

Yes both are entered correctly in DNS.

Let us focus on the ping Ip first. If you restart the both computers with
clean boot, can you ping from the client to the server?

are the two connected to the same switch ?
what about the routung in your lan ? the topology ?
is there a need to tracert your server ?
