This was sorta common with Windows2000 and may be the result of an infection
that screws up the "userinit.exe" relationship by adding a different file to
the system than pointing the Registry entry to the new file instead of the
correct original file.
Start the machine up without logging in. It should still be reachable from
the network with both Regedit and the "c$" Admin share.
Then examine this article:
