Can't Open Internet Explorer

I have a user on my network who cannot get on the Internet
through Internet Explorer. It keeps saying can't find
server. The IP Address settings are correct. The person
can ping the router, and when i run ipconfig, i am getting
an IP Address. I have even connected a network printer to
the computer. Under the Internet Options > Connections
tab, I have it set to never dial a connection, since we
are using T1. Does anyone have any ideas? I have posted
before, and I tried all of the ideas that were provided
before, to no avail, but I do appreciate the help. Thanks.

A shot in the dark - but are the proxy settings correct
for that user? (Assuming that you're using them).
