Can't network 2 Win98SE computers

I had no problem in the past doing the bit with win95 and win98, but now I
can't get a foothold with this latest setup. Each computer gives me that
Browser message. Someone recommended to remove TC/IP, which I did try, and
Network automatically reinstalls it after rebooting. Is it because of my aol
membership?
