Can't get win98 workstations on line using ICS

I have 2003 server, and used its netserv prog to connect the win98 workstations to the server. The server has 2 nics one for the lan and one for the internet (DSL). The lan nic is 192.168.0.1 which is what I set win98 workstations to as gateway. The internet nic is 66..... I tried using the internet nic as second gateway, doesn't help
I can't change the internet nic ip because of the way the DSL is setup. Win2000 workstations get online no problem, but win98 workstations won't.

Why are you trying to configure it manually? If you set it to obtain an
IP automatically, the mini-DHCP allocator in ICS will give it the correct
IP, default gateway and DNS setting.
