Can't connect to Terminal Server from Win98

Hello All,
We have a user that has been connecting to our
terminal server through the IE Remote Desktop Web
Connection. He had been working fine for several months
but now when he tries to connect he gets the following
error:
The client could not establish a connection to the remote
computer. The most likelty cause for this error are:
1. Remote Connections might not be enabled at the remote
computer
2. The maximum number of connections was exceeded at the
remote computer.
3. A network Error occured while establishing the
connection.

I checked the connections and they are all fine and
available. It doesn't seem to be a networking issued
based on the fact that others can access the Terminal
Server and the end user has no issue getting around the
internet. Any help would be greatly appreciated.
