Can't bring up Control Panel items

Hello,
I'm having a funny problem with the control panel on a win98 machine. I
can't get any of the items in the control panel to start. Double-clicking
on "Network", for example, produces no result, apart from a brief flicker.
Any ideas?

Did you recently install some software? There may be a
resource conflict. Virus? Overwritten system file?
