Cant access wireless network utility

I Open up Internet Explorer and in the address part I
type
in http://192.168.2.1, use the "admin" password and then
I get a page that shows nothing. Acts like trying to
access a url off line, or where the server is unable to
be reached. Any help would be appreciated.
