Can't access server

Our school has a website and the teachers put their
lesson plans on it. Sometimes, they cannot get to the
folder to this do. They get a message that says "Unable
to locate the window logon server". This does not happen
all the time. Restarting the server may or may not let
them in.

at least in my college, they use a remote hosting service for student login
(I live near Chicago) and the hosting service is on the east coast. Do you
have a clear picture of the path and where the data / servers are?

Which server are you restarting? Sounds to me like the
web server itself is unable to find a DC for authention.
Have you checked the system log of the event viewer
on the server to see if any services are failing?
