Can't access home network

I move my laptop between two wireless home networks. Usually I change the
work group when I arrive at the next network and can connect. This time I
get a message:

xxxx network is not accessible.You might not have permission to use this
network resource. Contact administrator..etc

The list of servers for the work group is currently not available.

I can access the internet via my wireless router OK.

I use windows xp firewall. Isn't that designed to stop someone getting into
my la[ptop rather than letting me out?

Which settings should I look for?

I often find that it takes as much as 30 minutes or more after all machines
on a Windows network are booted before they all see each other. Perhaps it
just needed time?
