I can't be able to add any user in win2003 server

Hi, there, am new in windows 2003, i installed win2003 server and make it
DC,but when i log in with my password as administrator it log in, but when i
create a new user it tellme i cant create new user i have to check password
police and password complicity, when i use the same password a count it
create account,i went in group policy and set the password policy and
password length and password complicity, but i cant create a ccount using any
other password than myne,Example
Uername is:Administrator, password: 1974Furahaa, But if i craete user with id
Username is: paul and Password:87Furahaa, it can't create account, please
ineed help in this matter, or what should i do??,anyone who can help me,
