Cannot start telnet service

Windows Server 2003 SP2.
After a reboot the Telnet service disappeared from Services in Control
Panel. Reapplied SP2 for Windows 2003. Found Telnet service in Services.
Tried to start the service, got error message: "Could not start the Telnet
service on Local Computer. Error 13: The data is invalid."

Event log (system): Event id 7023, Source: Service Control Manager,
Description: The Telnet service terminated with the following error: The
data is invalid.

Help, please.....
