You'll never usually see shares ending $ under Windows. $ indicates it's a
'hidden' share. Do you have firewalls running on either PC? Do you have
client for microsoft networks and file & print sharing for microsoft
networks bound to your network adaptor?

goto tools, folder options, view... then uncheck 'Use Simple File
Sharing'.

You'll find you will get the 'normal' security/permissions/sharing
dialogs... if your not using a domain, then you'll likley need to give
'Everyone' share permissions AND appropriate permissions on the FILES
and FOLDERS you want to access... there are two parts to sharing...
the share permissions and the file permissions, both must allow access
to work.

the 'Simple' sharing is crap... i could never get it to work properly
in the most basic situations...
