Cannot manage WINS server on Windows 2003

I am installing WINS on a new Windows 2003 member server in Windows 2003 native mode domain. After the installation I go into the WINS manage screen. The screen displays a red "X" over the Windows 2003 server I just installed WINS on. This display also says that the error was "The network path was not found". The Server Status shows that this WINS server is "responding". You can right click on the server, select All Tasks and successfully stop and start the server, but the error persists.

I have also changed the preferred WINS server in the network config to be this server.

Tried suggestions I found regarding configuration of DNS server, but it didn't help either.

Any suggestions?
