Does anything show up in the machine1 logs when you attempt to connect
from machine3? If so, the error messages contained there (in
/var/log/messages and /var/log/security IIRC) should help you understand
whats going on. If there are no messages, then its likely that your
connection requests aren't making it to machine1 from machine3. I'd
start by tracing individual segments of your network in this case to
find the point at which the packets are lost.
