Cannot dial-in(RAS)

Hi,
I am running Windows 2003 standard edition on HP Proliant
ML350.
1. The Server is installed with D-link internal modem and
d-link external modem.
Routing and Remote access is configured.
I can dial to external modem from outside but i cannot
dial to internal modem.
The modem is working fine.

2. when server is installed with D-link and prolink
internal modem, i cannot dial in from outside for both the
modems.

Let me know how to resolve this issue.

Here are a few questions that will help pin-point where the problem is
occurring:

1) What happens when you attempt to dial-in?
2) Does the RAS server's modem answer the phone line?
3) Does something go wrong during the baud rate negotiation (when the modem
is squealing just after the call is answered)?
4) Have you tried using a different brand/model of modem on the client?
5) Do you receive an error message?
6) What was the latest connection status that shows up on the client
("Dialing", "Verifying user name and password", etc)?
