Cannot connect to WINS

Hi all,
I've installed lately brand new machine with Windows 2003 server. Then, I
added few roles - DNS, AD and WINS. All seems to be working fine, but when I
try to manage WINS server, I'm getting:

Cannot find the WINS server
The error was: Either a required impersonation level was not provided, or
the provided impersonation level is invalid. To retry... blah blah......
******

This happens locally and over network too, when Im trying to manage WINS
from XP. But, on Server Status I have " Responding".

What am I missing?
