Cannot connect to FTP from WAN side

I have bullet proof FTP server installed to our SBS 2003. The firewall
I'm using is Draytek Vigor 2950 series.

I can connect to ftp server just fine from LAN side using our servers
internal address, but for some reason I just can't connect to this FTP
server from WAN side (tested using computers outside our LAN) using
our public IP.

In Vigor firewall I have set up port redirection for port 21 to our
servers LAN address (port 21).

I have also set up filter rule to firewall to allow all connections to
port 21.

Now I'm just out of options. I can't figure out what could prevent me
from connecting to FTP server.


Any help and suggestions are higly appreciated!

It's not just port 21. See:
