Cannot Connect to Domain or Maintain a Solid Network Connection

We use a Windows 2003 DC for our DHCP and DNS. I have a laptop with XP
installed that cannot stay connected to the network. It was working fine
until we moved the user to a new cubicle then his network connection kept
failing.
I would ping the DHCP server but it would fail either 2 out of the 4 packets
or all 4 packets would fail.
I tried a different network port and still have the same problem. I've tried
the latest drivers for his NIC but this didn't work.
I've rebuilt his machine and still no solid connection. Now I can't even
join the laptop to our domain since it can't find a domain controller. I've
renamed the laptop, tried a static IP, added the DC to the Host file, and
created an A Host record in DNS but nothing is working. I even had the NIC
checked out by a hardware tech who had no problem connecting with it. I also
removed all references to the laptop's old name from DNS, WINS, and DHCP.
What could be preventing this machine from joining our network again and
maintaining a solid connection? No other system is having a problem.

Could it be that the ports are not configured on the switch?

Check the switch, does another machine has the same problems on that port?

Actually I've tried this system on several different ports - had same issue
on each port. The port I am currently using is one I use whenever I am
troubleshooting a system so I know this port is OK.
