Cannot browse network -- NetBT not bound, no NetBT transports

I have 2 Windows 2003 Standard servers, both DCs. The first runs Exchange,
DHCP, and DNS. It's also GC and Master Browser. The second is a file
server, with 2 NICs, one of which is disconnected and disabled. No WINS.
There is a second domain in our subnet, not managed by our group.

My problem is that the file server cannot browse its domain. Under
"Microsoft Windows Network" on the file server, only the file server's domain
appears. When I browse the domain, it's empty. The file server can't even
see itself. All the other computers in our network can see the file server
and both domains.

The file server does intermittently work. Last night it could browse the
network for a short period, but promptly failed again after a reboot. Don't
know if this is related, but on reboots, the file server displays an error
saying a duplicate name exists on the network, even though no other computer
with the file server's name exists on the network. I got the error again in
the form of a SysTray popup when I temporarily enabled the second NIC, too,
even though the NIC was still disconnected. (2nd NIC is now disabled again.)

When I run netdiag, the NetBT tests fails as follows:

HKLM\SYSTEM\CurrentControlSet\Services\lanmanworks tation\Linkage has a Bind
entry that matches the corresponding ...\Services\NetBT entries for both
NICs. I moved the enabled NIC first for every entry under ...\Services, just
in case there was some sort of precedence, but no luck.

Event logs don't show anything relative.

Any advice on how to get NetBT bound to the redirector and browser before I
suffer permanent brain damage from banging my head against the wall would be
most appreciated.

Even though Microsoft is trying to phase out NetBIOS in favor of DNS, it's
still required by Windows for a few "minor" things like Exchange and Outlook.
By the lack of response, should I assume that no one in
Windows.Server.Networking has ever had to troubleshoot NetBIOS over TCP/IP?

You have done the troubleshooting. The problem is that Netbios over TCP/IP
is not bound to the active NIC, so your server isn't seen using Netbios
names.

Have you tried removing all trace of the "other" NIC? Multihomed servers
are a real pain for Netbios. Have you looked at the binding order to see why
the server service isn't bound to your NIC?

Where do I find the binding order? I've been looking all around for that
since this started because I figured the disabled NIC was grabbing NetBIOS,
and since it's disabled NetBIOS figured there's nothing to bind to. The only
thing I could find is in the registry under
HKLM\SYSTEM\CurrentControlSet\Services\... that I mentioned earlier. I
listed the enabled NIC first, but that had no effect. Actually, I'm not even
sure that the order listed is necessarily the binding order, but that's the
closest thing I found. Is there anywhere else to find the binding order?

If nothing else pans out, I think I'll just have to come in after hours and
yank that 2nd NIC out--don't know why they ordered it that way in the first
place. And, as luck would have it, the disabled NIC is built-in and the
active NIC is a card, so now I've got to sort out that whole mess and hope I
don't hose the production file server. Now, where did I put those backup
tapes? ;-)
